Government to Resubmit University of Local Governance and Development Bill – Minister Assures

The Minister of Local Government, Chieftaincy & Religious Affairs Ibrahim Ahmed has indicated that government is considering a reintroduction of a Bill seeking to establish the University of Local Governance and Development with its proposed campus in Akomadan in the Offinso North constituency. The Bill which was first presented in Parliament on 26th July 2024 by the then Minister Martin Adjei Mensah Korsah, with a committee report presented at plenary on 30th July 2024, but failed to pass as the House could not consider it lapsed as the Eighth Parliament became dissolved in January 2025. According to Mr. Ahmed (MP, Banda), the new government has just formed cabinet and awaiting budget presentation however he would begin steps to resubmit the Bill for Executive Approval.

“Mr. Speaker, Government has just formed Cabinet and the 2025 Budget Statement and Economic Policy would be presented to this House soon. In view of this, I wish to indicate that the Ministry would take steps to resubmit the Joint Request for Executive Approval by H.E. the President of the Republic of Ghana and subsequently re-laid for Parliamentary Approval as soon as practicable.”, He said

Mr. Ahmed made this remark during question time on Wednesday when he took his turn this week. He was asked by Dr. Fred Kyei Asamoah (MP, Offinso North) who wanted to know when the said university bill will be reintroduced for the operationalization of a campus in Akomadan in the Offinso North Constituency. He noted that he would work with the Minister of Education to co-sponsor the Bill which falls under both education and local government.

He envisaged that once the bill gets necessary approvals the university will promote academic and professional excellence in local governance & development.
