The Parliament of Ghana in a last attempt to avert a government shutdown has approved a sum of GH¢68,134,674,527 for the continuous running of government operations for the first quarter of 2025. As a constitutional imperative, the President is required to submit to Parliament for approval a request to withdraw from the consolidated fund in the event that the Appropriation Act for the financial year does not come into operation.
Out of the total sum approved for the first quarter, government is projected to spend a total of GH¢64.5 billion made up of employee compensation, goods and services, interest payment, subsidies and grants to other government units among others. For compensation, a sum of GH¢16.4 billion has been earmarked with GH¢3.1 billion projected as the total expenditure for goods and services. Other expenditure includes payments to the Energy Sector Levy Account (ESLA) and Independent Power Producers (IPPs) amounting to GH¢20,691,523,500.
The Minister of Finance, Mohammed Amin Adam (MP, Karaga) assured the House the delay in the submission of the expenditure in advance of appropriation for the period of January to March 2025 would not have an adverse impact on government business adding that government would take steps to upload the figures onto the GIFMIS platform “in less than a week” in order that government business is not interrupted.
