Finance Minister Cited for Contempt Over Issuing Treasury Bills Without Parliamentary Consent

Ghana’s Finance Minister, Dr. Mohammed Amin Adams, has been cited for contempt of court for his continued issuance of Treasury bills without parliamentary approval.

The action was brought by finance lawyer Jonathan Amable, who last month asked the Supreme Court to restrain the government from issuing new Treasury bills until the court hears his request for a declaration that Treasury bills—like all other loans—must be approved by Parliament.

Amable’s latest legal move is in response to the Finance Minister’s decision to borrow over GHC 20.6 billion despite the pending injunction suit. He argues that the Minister’s actions are obstructing justice by proceeding with the borrowings before the court has ruled on the matter.
